When we installed the Curt Trailer Hitch Receiver # C13215 on a 2018 Ram ProMaster City, we measured it to have 9" of clearance to the ground. This measurement may differ with your 2017 Ram ProMaster City as depending on cargo loading, that will vary the suspension.
It will hang approximately 3-4" to the base of the hitch below your factory bumper cover.

When it is fully folded down (without bikes loaded) the Swagman XTC-2 2-Bike Platform Rack # S64670 will require 8-inches of clearance from the top of the receiver opening to the bottom of the barn-style doors on your 2017 Ram ProMaster City. Since this rack has 3-inches of rise in the shank you will need this much room to allow opening the van doors with the folded rack in place in order for them to clear the central reinforcing gusset.

On your 2017 Ram ProMaster City van it doesn't matter. The etrailer Hitch item # e96YR installs behind your rear bumper and the Curt 4-Way Wiring Harness item # C56270 installs behind your rear tail lights and inside the door frame.
